In its very name, Force Design 2030 makes clear it is all about a new design for the Marine Corps. Design, however, is always complex work, and re-design even more so. Compass Points contributor, Muddy Boots, has sent in a quotation about design.
Muddy Boots has extensive Marine Corps experience employing and teaching operational design. Muddy Boots tells Compass Points he sees little evidence the Marine Corps used its own highly-regarded design and development approach to develop Force Design 2030.
Muddy Boots is especially concerned that the FD 2030 designers failed to broaden the environmental frame to incorporate problems the Corps will certainly face in the future. Flawed environmental framing leads to faulty framing of the problem.
Perhaps developer and musician, Brian Reed, had FD 2030 in mind when he said:
All the discussion boils down to : 1) Snuffy must walk the ground. 2) Snuffy requires reasonable transportation to any clime and place. 3) Snuffy needs beans, bullets, bandages, water and food, and clothing appropriate to clime and place. 4) Snuffy needs supporting arms (tanks, artillery, air support, defense against whatever toys any enemy can throw against him). 5) Snuffy needs QUALITY LEADERSHIP (fire team on up). 6) Snuffy needs sound intelligence. 7) Snuffy needs a clearly defined mission (SMEAC). 8) Snuffy needs enough other Marines around him to do the mission (T/O, M/L). 9) Snuffy needs to train, operate and fight without political propaganda (dump equity BS, etc.). 10) Snuffy needs to know that loyalty is a two-way street.
